Will I install WIN98 in VM like I would a freshly formated drive? So Linux will supply drivers so WIN98 can use my hardware? If so then that is excellent and when the You click on the download and the package installer will pop up automatically when the download is done. I wonder if I dare ask this question.

Well after 3 days of fixing the system and installing the .241 drivers I have noticed that the @#$@#$ Diamond installer replaces comctrl32.dll (why???) IE5 has a new updated version and the Diamond drivers replace it with the old one (the install program doesn't even bother asking...) so this makes your Win98

Why do installers keep asking for my admin password?
They need to be able to go to the store and buy what they want and have Linux drivers included. They want consumer oriented packages such as educational, and it's certainly not the same as having a standard installer... IOW, you're asking for functionality that Windows doesn't have.
